In past two application cycles, University of Iowa has provided an "application completion scholarship". No matter the results of Gilman submission, they receive a scholarship (increased numbers of completions over past cycles).

It is so true that the process pays off. I have taken to telling students about a past applicant to another fellowship who didn't get it, but did get admitted to a highly competitive graduate program. She said that the process of applying for the fellowship made a huge difference in her successful application to graduate school. A concrete example like that can be very persuasive!

we require our students to submit their essays to us for pre-approval. we created a Gilman program in Terra Dotta which is basically just a place to upload their essays. they are due about a week and a half before the actual Gilman deadline. that gives me time to review their essays and provide feedback before final submission. students are welcome to send me drafts at any point before submission, but they have to submit something to me by our internal deadline or else we won't certify their application in the Gilman portal. our award rate has gone way up since implementing this new process a few years ago.

I typically interview students after their return to build "study abroad profiles" - and this gives me an opportunity to touchbase with them as well regarding their plans for the follow-on service project and if they need any assistance, such as for room reservations, etc.
